Bug Fix

• [WD-16431] - Fix for a regression from 4.54. This led to inconsistent data in the payroll calculation for this employee (duplicate surcharges)
• [WD-16045] - Fix for an issue that delivered incorrect vacation plan data in the vacation request when a vacation day was entered for an employee on the first day of the next vacation year. .
